The Policies, By-laws and Regulations
- The By-laws are the major framework of how CPS-ECP is organized and operates.
- Policies are guidelines for all levels of the Organization.
- Board Regulations are passed by the Board of Directors and set out how the Board conducts its business and governs the day-to-day running of the organization. Also included within the Board Regulations are Regulations for the Squadrons and Districts.

Financial Management
- CanBoat/NautiSavoir is incorporated as Canadian Power and Sail Squadrons/ Escadrilles canadiennes de plaisance, under the Canada Not-for-profit Corporations Act, and as such, enjoys a tax-exempt status.
- As individual units of CPS-ECP, each Squadron and District must follow proper financial procedures and management. Board Regulations Article 14.
- In carrying out its function as a non-profit, charitable organization, CPS-ECP at all levels should not accumulate excessive surplus funds.
- Each active Squadron/District will have a bank account
- 2 signing authorities, unrelated to each other
- use online financial reporting
- have a Financial Review Committee which will review prior to filing with the National Office
- The term ‘audit’ is not to be used as the ‘review’ is done by a volunteer, not a professional auditor.
Insurance Coverage
- CPS-ECP carries Commercial General Liability Insurance for its standard operations and activities
- Directors' and Officers' Insurance for Members of the National Board of Directors
- Travel Insurance for designated senior volunteers at all levels of the organization
IMPORTANT: If the Squadron is contemplating an unusual course or event, check with the National Office to verify insurance coverage.
Strategic and Tactical Plan
The Key Objectives
- to provide consistent and relevant boating education
- to attract new members and retain existing members
- to ensure that members have ample opportunity for meaningful social interaction with each other
